The group stopped at three intersections in the area and heard about the history and goals of Neighbors of Lower Ocean, which was founded in 1994. At the intersection of Canfield and Barson streets, Erik Larsen, who helped found the group, described the widespread prostitution and drug and gang activity that once plagued the area. He said dealers would lower drugs on a string from the upper levels of the buildings to drug runners who sold them.

Paul Martin, a member of the organization who has lived in the area since 1967, said before the community members got involved “it would be like walking down somewhere in east Salinas. That’s the comparison. Ocean Street was getting worse, month by month, year by year. There would be more dealers, more prostitutes…. Now, you don’t see any gang members, any
prostitutes get called in (by residents), police patrol more and there’s neighbor involvement.”

San Jose Adult Entertainment: Woman Accused in Luxury Car Scratching Linked to Pleasanton Vandalism

She faces an additional count because she is believed to have vandalized those cars while out on bail, according to Garcia.  Ni has been linked to other cases throughout Santa Clara County, and was arrested by Milpitas police on Sept. 16 for allegedly vandalizing a luxury car in a mall parking lot.
Ni had run-ins with police in prostitution-related cases in 2005 and 2009, according to court records.  In July 2005, Ni was arrested at a hotel on a prostitution charge after meeting an undercover officer through Craigslist advertisements.
Police also reported arresting Ni in December 2009, when she solicited sex from an undercover officer at the Windham Hotel in San Jose.  Ni had advertised on Craigslist under a description of “Asian Outcall Massage,” according to records, and pled no contest to the prostitution charge.
Court records show three more convictions prior to 2005, two for prostitution and one unspecified.

Two men held in teen prostitution scheme in Concord
Police officers searching during the weekend for a wanted parolee uncovered what Concord authorities said was a scheme involving the prostitution of a teenage runaway.
Mario Cano, 33, of Concord, was wanted for violating parole, and officers tracked him to a home in the 1600 block of Donaldson Court about midnight Saturday.
They found and arrested Cano, whom court records show has an extensive criminal history of mostly drug offenses that also includes burglary and theft. He had been paroled following an August conviction for drug possession.

SANTA CRUZ — Crime and gang violence have been taking a toll on the city this past year.
On Wednesday, residents of Lower Ocean Street will participate in a walkabout led by two men who will share stories of how they organized their neighborhood to confront similar problems between 1995 and 1998 and discuss how the methods they used can help make Santa Cruz a safer place to live.
In the ’90s Lower Ocean Street had one of the highest crime rates in Santa Cruz, said Robert Poen, who co-founded the group Neighbors of Lower Ocean along with Erik Larsen in 1995. They formed the group to put a stop to gang violence, prostitution and drug dealing.

San Jose Massage Parlors: One arrested in prostitution sting at Brentwood massage parlor

BRENTWOOD — A masseuse was arrested Wednesday after an undercover operation produced evidence of prostitution at a local massage parlor, police said.
Xiao Yu, 48, of Oakland, was arrested on suspicion of prostitution after an undercover officer paid for a massage at Balfour Day Spa Massage, where Yu worked, and was solicited to pay for sexual acts, said Sgt. Mark Misquez.
Misquez said the undercover sting was conducted after police received multiple complaints of suspicious activity occurring at the business, located at 3101 Balfour Road. He added that police are still investigating other parties associated with the parlor for evidence of possible involvement in the suspected prostitution scheme.
“We take these seriously,” Misquez said.
