San Jose Massage Parlors: Alameda officials to consider ordinance on tattoo, massage businesses

Both districts are “community commercial zones,” where several years ago regulations were modified to allow tattoo shops on a ground floor on Webster Street with a use permit and on an upper floor as a “by right” use.
About the same time, however, the Park Street Business Association moved to prohibit the shops outright on a ground floor, according to the city.
A proposal from a tattoo business to open on a ground floor on Webster Street last year sparked widespread opposition from nearby residents and merchants, prompting the West Alameda Business Association to now ask for regulations identical to those regarding Park Street.
Along with governing the location of tattoo shops, the ordinance going before the council Tuesday would allow massage businesses on ground floors on Park and Webster streets with a use permit.
City officials also are asking the council to remove “massage parlor” from the city’s municipal code as an “adult entertainment activity.”

San Jose Massage Parlors: Private Investigator Christopher Butler Pleads Guilty in CNET Corruption Case

The pair met the prostitutes at hotels in San Ramon and throughout the Bay Area, with Butler acting as the john. After knocking on the door, Wielsh would burst in the room, show his police badge and seize the woman’s possessions and cash, Butler said.
In one such incident in the summer of 2010 at Homestead Studio Suites in San Ramon, the pair robbed a prostitute and her madam of more than $10,000, cellphones and car keys, he said.
The private investigator worked with Wielsh in a 2009 incident in Pleasant Hill to stage an arrest of someone whose mother, a client of Butler’s, suspected he was selling drugs. The pair seized thousands of Xanax tablets during the illegal search and seizure, attorneys said.
Butler also pleaded guilty to helping Wielsh in 2009 open an illegal massage parlor where the masseuses provided sexual services. He admitted today to collecting more than $10,000 from the women working there in exchange for protection from Wielsh.

Lombardi will serve the term in a federal prison in Oregon. His attorney, Dirk Manoukian, had asked for Lombardi to be placed there to avoid being incarcerated with some of the criminals he dealt with as a police officer.
Christopher Butler, 50, a private detective and former police officer, also pleaded guilty before Armstrong.
Butler is now in federal custody, where he could stay for 10 years or more for his role in the drug task force scandal.
Along with two other former police officers, the pair was indicted in federal court last year in a series of crimes that included stealing cash, guns and drugs during search warrant operations.
“He feels extremely bad for a lot of reasons,” said Bill Gagan, Butler’s Attorney. “A lot of people got hurt by this, his family in particular.”
In court, Butler described the crimes he committed and confirmed his guilt. The crimes included stealing and selling marijuana and methamphetamine, running a massage parlor prostitution ring, robbery and extortion.

San Jose Massage Parlors: CNET Cop Sentenced to Prison

Assistant U.S. Attorney Hartley West had recommended a lesser sentence saying Lombardi’s cooperation was immediate and full. She said he provided the government “substantial assistance” in the case.
He was the first involved in the scandal to take a plea.
Shortly after Lombardi was sentenced, a co-conspirator, private investigator Christopher Butler, entered a guilty plea to eight counts, including conspiracy with the intention of distributing marijuana and methamphetamine to illegal wiretapping.
Butler testified that former squad commander Norman Wielsch gave him marijuana and steroids, which he then gave to a colleague at his private eye firm. He also said he drove Wielsch to various spots where they took 586 grams of methamphetamine from evidence lockers. One of those pounds, he said, sold for $9,800. He admitted to taking $30,000 worth of drugs.
Butler also admitted to setting up a massage parlor, which provided sexual services.

San Jose Massage Parlors: Massage Parlors Aren’t Whore Houses Any More

Controversy over massage parlors in Palo Alto has arisen again recently, an issue that supposedly was buried more than 30 years ago. As was true in the 1970s, some massage parlors such as Watercourse Way offer standard massage treatments and have never been accused of being a den of prostitution.
Then there are the others, such as two in Redwood City and one in San Mateo where women were arrested recently for offering services well beyond massage. Several years ago there were similar arrests at a “massage parlor” in Los Altos at 5100 El Camino. Any city can find itself hosting whore houses masquerading as massage parlors.

The Council passed ordinances in May 1976 restricting massage parlors to no closer than 250 feet from residential or school zones, no closer than 1200 feet from each other, operating hours from 9 AM to 11 PM, and requiring use permits and certification of masseuses. Records of customer names and what treatments they had also were required. This ordinance was used in 1990 to close an adult bookstore in the 3700 block of El Camino.

San Jose Massage Parlors: San Mateo Massage Parlor Allegedly Linked to Prostitution

The owner was cited for various San Mateo city code violations pertaining to illegal operation of a massage business, Norris said.
“It is imperative that we safeguard the public by stopping human trafficking and exploitation that can take place in businesses that are fronts for prostitution,” San Mateo Police Deputy Chief Michael Callagy said in a statement.
“The healing profession of massage therapists deserve the good name of their profession to be without compromise and to that end we will act on any massage establishment that offers acts of prostitution,” he said.
Callagy serves on a statewide committee to monitor and craft legislation that ensures lawful massage businesses are protected and illegal massage businesses are held accountable for unlawful activity.

According to Dublin City Manager Joni Pattillo, a neighboring business filed an anonymous complaint against Chin’s new sign in early December 2011. Soon after, Dublin Senior Code Enforcement Officer Dean R. Baxley started to harass Chin with violation notices and phone calls. Meanwhile, Baxley has turned a blind eye to the unsightly vinyl banners dangling precariously from the Verizon store at the Shops at Waterford and a massage parlor located next to the Willow Tree Restaurant. Baxley has also reportedly made comments to Chin’s associates to the effect of “Philip was not nice to me, so he has to take down the sign, or the City will do it for him and send him the bill.”

San Jose Massage Parlors: Staff Seems to Be Ignoring Council and Commission Directions

Recently there have been several cases where staff reports and recommendations ignored directions and positions of the city council, council committees, and boards and commissions. The Weekly gave an example of the proposed massage ordinance.
Last year Council told staff to revise a draft revision of the massage regulations to delete requirements for massage parlors to log customer names, dates of service and services.
The updated ordinance was presented to Policy and Services Committee last week with those requirements still included but with limits on when the data would have to be produced, effectively little change. The P&S Committee directed them to remove that language and include other changes previously requested but again omitted.
Last week the Planning & Transportation Commission reviewed the latest draft Housing Element. It referred to allowing housing within ¼ mile of El Camino. That width originally was based on making El Camino a Preferred Development Area, something the Council explicitly rejected.

San Jose Massage Parlors: Palo Alto to seek ‘lighter’ changes to massage law

Bertelsen said the problems that the police are trying to prevent — prostitution and sexual crimes — occur at the type of low-end establishments that haven’t existed in Palo Alto for 15 years. Because of economic factors, such establishments are unlikely to return to Palo Alto any time soon, he said.
Barry Katz, a Happy Feet client who lives in the Ventura neighborhood, concurred and called the proposed ordinance “a very thoughtful solution to a problem that doesn’t exist.” The proposed ordinance, he said, would “make it onerously difficult for them (businesses like Happy Feet) to continue to do something no one is objecting to.
“It’s working, and everybody likes it.”
The committee agreed. Though members accepted Wagner’s argument that the city should adopt a new massage ordinance, the ordinance should be “as light as possible,” Councilman Larry Klein said. He called the record-keeping requirement “demeaning” and said that if the city ever has the kind of problems with massage parlors that it did in the 1970s, it could revise the law as needed.
