San Jose Escorts: City’s 2011 Crime Rate Continues Downward Trend

Statistics also show that forcible rapes increased 50 percent from four to six. Wylie explained that some of these after investigation end up “not to be legitimate or there isn’t enough to make an arrest,” for example, like the “‘he said/she said’ date rapes.”
“The initial report of a rape is what gets included in the statistic,” Wylie said. “All rapes are technically considered ‘forcible’ by definition of rape.” Wylie refers to the FBI’s Uniform Crime Reporting definition.
According to Wylie, however, there haven’t been the types of rape that “warranted warnings to the community.”
“Nobody got dragged into the bushes and raped, or dragged into their house or anything like that,” she said. “There were reports of date rapes or acquaintance rapes.”
Aside from major violent crimes, in the non-violent crime categories an uptick could be noted in the number of prostitution and vice-related crimes reported. That jumped 267 percent, from three cases in 2010 to 11 in 2011. Driving under the influence cases also grew 6 percent from 285 to 303.

San Jose Massage Parlors: Masseuse arrested on suspicion of sexual assault

A two-day investigation culminated in Zhao’s arrest at the massage parlor on suspicion of sexual assault with a foreign object, Wylie said.
The woman experienced pain from the attack but was otherwise uninjured, according to Wylie. Like other sexual assault victims, she was offered counseling through the YWCA Rape Crisis Center.
Police suspect there may be other victims.
“In our experience, it’s rare that it’s the suspect’s first time,” said Wylie, adding that Zhao has worked at Relax Foot Massage for five years. He has also worked as a masseur in other Bay Area cities.
Wylie said police haven’t received other complaints about Relax Foot Massage, but it’s not uncommon for sexual assaults to go unreported. Other victims and those who suspect they may have been assaulted by Zhao are encouraged to call 650-903-6395.
The alleged sexual assault also revealed the massage parlor was violating

San Jose Massage Parlors: Owners of Palo Alto reflexology business worried new massage rules could rub …

Specializing in reflexology, Happy Feet doesn’t need to be regulated like a traditional massage parlor because it doesn’t offer secluded one-on-one sessions and clients are never naked, David Bertelsen said.

The team of city officials tasked with revamping the ordinance realizes that Happy Feet isn’t a traditional massage parlor, Cullen said. Still, the business is offering full body massages, which are subject to regulation regardless of whether the clients are clothed and in an open setting, he said.

The city’s current ordinance dates back to the mid-1970s, when authorities cracked down on a glut of seedy massage parlors along El Camino Real with names like “The Streaker” and “The Foxy Lady.”

Under the new rules, massage parlors would have to pay $750 for an operating permit and $450 to renew it. A new category would be created for sole practitioners, who would have to pay $350 for a permit and $150 to renew it.

San Jose Escorts: ABC Revokes BBC’s Liquor License

As part of the decision, bar owners Lance White and Richard Eldridge have agreed to sell the bar, along with the temporarily suspended liquor license, to another approved operator within the next six months, according to Szakacs.
The license will be re-instated for the establishment once the transfer of ownership is complete. Should White and Eldridge fail to find a buyer over the course of the next 180 days, the license will be revoked permanently, said Szakacs.
Repeated calls to the bar were not returned Friday, but a recorded message said it will be closed until Jan. 12 for remodeling.
An investigation by the ABC into the disorder and misconduct taking place at the bar began almost two years ago at the request of Menlo Park Police, said Szakacs.
A variety of repeated offenses such as reports of drunkenness, fighting, noise complaints from neighbors, drugs, prostitution or other types of disorderly conduct can result in an alcohol license being revoked, said Szakacs.

San Jose Massage Parlors: Relax Foot Masseur Arrested for Sexual Assault

Zhao worked at Relax Foot Massage, at 127 E. El Camino Real, for five years and before that in other Bay Area cities.
In December 2011, a female reviewer on Yelp  gave a man named “Toni” at the Relax Foot Massage a great, but cautious, review. She wrote that he “was trying to get me a female masseuse” but couldn’t and while “there were uncomfortable moments … it was certainly a great massage session and Toni was very professional.”
Wylie added that the MVPD believes that there may be other victims and asks anyone who experienced suspicious or criminal behavior at the massage parlor to contact the MVPD at 650-903-6395. The department won’t release a photo of Zhao so that they can pick him out of a line-up if asked to do so.

San Jose Massage Parlors: Ex-Cop Held in "Dirty DUI" Sting

… Every police officer has to follow up on reports that drunk drivers
are taking to the road,” Pori said, “no matter where that report comes
from or who it comes from.”
The defense attorney said Tanabe hadn’t known that Butler was hiring
decoys to get the men drunk. He also denied that Tanabe had accepted
cocaine or a gun from Butler.
Butler was indicted in August on felony drug and corruption charges
with Norman Wielsch, 50, a former state Department of Justice agent who
once commanded an antidrug task force in Contra Costa County. Both men
pleaded not guilty and are free on bail.
In a written confession to prosecutors in March, Butler also said he
and Wielsch had operated a brothel in Pleasant Hill that fronted as a
massage parlor. Wielsch has denied any involvement in the alleged
brothel.

He would then call Tanabe and have the men arrested for drunken driving as they were leaving, according to the complaint. The men in these cases were often the husbands of Butler’s clients who were involved in legal battles with their spouses.
According to reports, Tanabe denies that he knew of the scheme or took bribes from Butler to make DUI arrests. Tanabe’s attorney, Tim Pori, told reporters that the entire federal case is based on false information from Butler.
Along with former CNET commander Normal Wielsch, Butler was arrested earlier this year on charges of selling stolen methamphetamine and marijuana from county evidence lockers. The country corruption case grew to include allegations of illegal weapons, prostitution and former San Ramon Police officer Louis Lombardi before being taken over by federal prosecutors in June.

San Jose Escorts: Former Calif. Officer Pleads Not Guilty in "Dirty DUI" Case

Tim Pori, Tanabe’s attorney, said the case is based on the false statements of one person. “I haven’t seen any other evidence,” he said.
“The reality is my client was a police officer who was doing his duty by arresting drunk drivers. He was not part of a conspiracy in any way, shape or form,” Pori said.
Authorities learned that several men, perhaps five, had been set up to get so-called “Dirty DUIs” after Butler and former Central Contra Costa Narcotics Enforcement Team commander Norman Wielsch were arrested in February on charges of selling
stolen drug evidence. The misconduct scandal grew to include allegations of prostitution, illegal weapons, theft and criminal threats. Wielsch, Butler and former San Ramon officer Louis Lombardi were indicted by federal grand juries this summer and fall.
